Tom is a long time Monterey resident (38 years) and has been a great neighbor the whole time. He is concerned about the environment and the future of the neighborhoods of Monterey, particularly due to the lack of affordable workforce housing.

For his immediate neighbors, he’s the problem-solver you call if you need urgent transport to a doctor, desperately need help rebuilding a bathroom or roof, or when a storm blows over a tree full of bees that knocks out your fence. He’ll even show up with a chain saw ready to help.

Tom has always believed in volunteerism, both when he was a working city employee and after retirement. When funding fell short, he volunteered to help build the path the connects New Monterey and Old Town through the lower Presidio and helped complete the Animal Shelter.

In retirement Tom served as President of the New Monterey Neighborhood Association from 2024 to the start of his campaign and has fought for the neighborhoods maintaining input into projects that preserve or improve their character. He also served for 6 years on the Board of Directors of the Big Sur Land Trust and its’ Inclusivity, Diversity, Equity and Accessibility (IDEA) subcommittee

Tom retired as Monterey’s City Engineer with extensive knowledge about the City, its people and history as well as expertise navigating the city processes. He is a Licensed Civil Engineer (C38673) and Land Surveyor (L7280).

Tom dedicated his career to improving the cities where he’s lived. Prior to his 26 years of service to the City of Monterey, Tom worked for the LA Department of Water and Power, the LA Department of Airports, and the City of Coos Bay.

During his time with the City of Monterey, Tom was a passionate advocate for city workers, filling the roles of President of the City of Monterey’s Management Employees Association (MEA) and President of the Monterey Bay Chapter of the American Public Works Association (APWA). With APWA he even organized a backhoe rodeo for skilled backhoe drivers to compete in feats of skill and heavy machine dexterity.

Tom knows that tackling Monterey’s budget problems may involve changes for its employees, but has a track record of tackling hard problems with empathy and rationality.

Tom (plus his signature hat) Around Town

Even before he decided to run for office, you might have spotted Tom walking around the district in his signature straw hat, often accompanied by his wife, Gail. He might have even chatted to you about your local business or happenings in the neighborhood.

In his spare time he can be found hiking, supporting various environmental organizations, including the Nature Conservancy, World Wildlife Fund, and the Sierra Club, and taking DIY home improvement to the next level as an amateur carpenter, electrician, plaster, and wood carving artist.
